Dr. Bay graduated from the University of Kentucky with a B.S. degree in Biology and from the University of Louisville School of Dentistry in 1987. He completed a postgraduate General Practice residency program at University of Kentucky, emphasizing in advanced full mouth reconstruction and cosmetic dentisry. He has been in private practice in Virginia Beach since 1990.
