The Business and Government Historic District is a historic district in downtown Baltimore, Maryland, United States, that was listed on the National Register of Historic Places in 1987. The district comprises the center of Baltimore's municipal government and the eastern portion of Baltimore's commercial central business district and north of the old traditional financial district. The major feature of the district is the War Memorial Plaza with the Baltimore City Hall (designed by George A. Frederick) to the west and the War Memorial Building, (Laurence Hall Fowler - architect) to the east. To the south of the Plaza is the Charles J. Benton Municipal Office Building constructed in the late 1970s and the adjacent newer relocated offices of the Baltimore City Fire Department (in the older former Municipal Employees Credit Union (M.E.C.U.) Building). To the north, is the historic Zion Lutheran Church (original church of 1806 facing North Gay Street, extending west to Holliday with 1913 annex of parish house, library and bell tower) and the former 1922 Fire Department office structure. Formerly from the 1920s to the early 1980s, to the east, at the rear of the War Memorial Building stood the red brick and stone-trimmed central headquarters of the Baltimore City Police Department, which was razed for the southern extension of the Jones Falls Expressway (Interstate 83 to connect with the President Street boulevard. The city police offices were moved earlier in 1967 to a new distinctive copper-reflective windowed headquarters on the south side of East Fayette Street across from the War Memorial Building and its former site). To the north of the War Memorial and northeast of the plaza is the 1990s era offices of the city's Legal Aid Bureau of Maryland, with an adjacent rear parking garage.
