GOD, DUTY, COUNTRY Service to My Country, My Church and My Community Service in U.S. Navy as follows: a) About 24 and 1/2 years on Active Duty and retired as a Navy Chief Ordnanceman. b) About 15 years in the U.S. Navy Civilian Service starting as a GS-9 Engineering Technician in the Naval Aviation Ordnance field and retired as a GS-13 Senior Logistician on the TOMAHAWK Land Attack Cruise Missile-Nuclear (TLAM-N) and the associated Surface Ship and Submarine Weapons Systems. c) All time served was in the Naval Aviation Nuclear and Conventional Weapons field and the Navy Nuclear Safety field. Service in Naval-Military Fraternity positions as follows: a) Life Member, American Legion Post 72. b) Sergeant at Arms, American Legion Post 72. c) Life Member, Veterans of Foreign Wars Post 6216. d) Lead, Naval Weapons Evaluation Facility-Naval Air Warfare Center Detachment Albuquerque (NWEF-NAWC DET ABQ) Group. e) Former positions held in Naval-Military Fraternity as follows: 1) Member of Naval Fleet Reserve Association Branch 200 2) Member of Navy League of the United States, New Mexico Council. 3) Vice-President and Past President, Patrol Squadron One P-3 Orion Pioneers (VP-1 POPS). 4) Lead, produced Reunion Memory Books for Patrol squadron One (VP-1), Patrol Squadron Twenty-Two (VP-22) and NWEF-NAWC DET ABQ; also Newsletter Editor for VP-1 POPS. Service in Community as follows: a) Vice President, West Mesa Neighborhood Association. b) Vice-President, Southwest Alliance of Neighbors Coalition (SWAN). c) President, West Central Community Development Group (WCCDG). d) Board Member, Westside Coalition (WSC). e) Board Member on the City of Albuquerque Veterans and Military Affairs Advisory Board. f) Former positions held in Service in Community as follows: 1) President, West Mesa Neighborhood Association for 13 years. 2) President, Steering Committee of the West Side and South Valley Weed and Seed Strategy (for 5 year life of Joint Department of Justice (DOJ), Bernalillo County (BERNCO), City of Albuquerque (COA) and our Community Program). 3) Board Member, South Valley Coalition (SVC). 4) Sergeant at Arms, South Valley Coalition (SVC). 5) Executive Director, West Central Community Development Group. 6) Committee Member, Albuquerque Public School Bond Oversight 7) Committee Member, Community Action Group in City of Albuquerque Family & Community Services Department. 8) Committee Member drafting the Atrisco Plaza & West Central Avenue Metropolitan Redevelopment Area Plan. Community Accomplishments Assisted City Councilor Alan Armijo in first annual Westside Pride Day at West Mesa Community Center in May 2000 & conducted the Second Annual Westside Pride Day at Shawn McWethy Police Substation in the summer of 2001; changed back to a Summer Fest in 2002 at the West Mesa Community Center. Have submitted many Capital Improvement Program requests to both the City of Albuquerque and Bernalillo County for a West Central/Atrisco Heritage Cultural Center bordered By Central Avenue NW, Esperanza Drive NW, Yucca Drive NW and 57th Street NW for $2 million. Thus far, unable to obtain funds, or sponsors. Submitted a $750,000.00 Capital Improvements Program (CIP) request to the City of Albuquerque for renovation/improvements to the West Mesa Community Center; obtained $250,000.00. Collaborated with other Community Leaders and obtained an increase in spectator seating capacity and vehicle parking at the West Mesa Olympic size Aquatic Pool to be capable of handling competitive swimming meets and/or competitions. Collaborated with other Community Leaders to enhance pedestrian and vehicle safety, and obtained installation of Traffic Lights at the Coors Boulevard NW and Los Volcanes Road NW Intersection; also at the Bluewater Road NW and Unser Boulevard NW Intersection. Conducted petitions for speed humps and obtained them for: Avalon Road NW; 65th Street NW; 64th Street NW; 63rd Street NW; 60th Street NW; 58th Street NW; 57th Street; NW; Bluewater Road NW; Cloudcroft Road NW; Daytona Road NW; Fortune Road NW; Glenrio Road NW; Hanover Road NW; Loma Hermosa Drive NW; Estancia Drive NW, Atrisco Drive NW and Juniper Road NW. Conducted petition and got approval in blocking Crime ridden alleyway east of 57th Street NW from Bluewater Road NW to Fortune Road NW. Member of the four original Citizens Advisory Team members involved in development of the West Central Metropolitan Redevelopment Area Plan, which is now titled The Atrisco, West Central and Old Coors Redevelopment Plan. Host and coordinate the annual Christmas Albuquerque Police Department Appreciation Day for all police officers on the Westside Area Command (now called Southwest Area Command) since 1996. Provided more than 90 Thanksgiving turkey food baskets to needy families with students at West Mesa High School, Jimmy Carter Middle School, John Adams Middle School, Lavaland Elementary School and Alamosa Elementary School in 2008 and for the previous 11 years. Assisted Commander Conrad Candelaria, Westside Area Commander, and Mr. Pete Dinelli, Albuquerque Nuisance Abatement Task Force leader, in closing Louie's and the Star Flea Markets. Instrumental in getting American Legion Post 72 to present a new American flag to Commander Conrad Candelaria for the official opening of Albuquerque Police Department's remodeled Shawn McWethy Police Substation. Lead association that by the end of the 2004 legislative session, had gathered about $600,000 from the Legislature, and the City of Albuquerque, toward renovating the old West Mesa Community Center. Effort started in 1997. Advocated for more Bus Shelters in the Southwest area south of I-40 and west of the Rio Grande River for many years now and it is finally paying off. Generally speaking, there are now many new bus shelters in our area and especially on Coors Boulevard at almost every intersecting street between Central Avenue and I-40. Obtained Memorial from the Albuquerque City Council for support of a 400-acre National Cemetery at the SE corner of Paseo Del Volcan SW and Central Avenue SW. Assisted Congresswomen Heather Wilson, R-NM, in getting the Veterans Administration to select this site as one of three possible sites in New Mexico for the next National Cemetery. At present, the two other sites are not available so the site at the SE corner of Central Avenue and Atrisco Vista Boulevard SW (old Paseo Del Volcan) at the top of Nine Mile Hill will probably end up, as the next National cemetery after the one in Santa Fe is full. Conducted Citizen Cruiser Patrol for Albuquerque Police Department's Westside Area Command on West Central from the Rio Grande River to Unser Boulevard and some side streets off Central Avenue in 1997, 1998, 1999, 2003 and 2006 in the effort to eliminate blockage of West Central Avenue by youths cruising. Convinced the City of Albuquerque to eliminate the crossovers on Coors Boulevard from Central Avenue to Interstate 40. Convinced the City of Albuquerque to reduce the speed on Coors Boulevard to 40 mph between Fortuna Road NW and I-40. Obtained funding from New Mexico Legislators Representative Joe Nestor Chavez, Representative Ray Ruiz and Senator Phil Maloof for APD Westside Area Command, Los Volcanes Senior Center, West Mesa High School, John Adams Middle School and Lavaland Elementary School. Provided two police bikes to APD Westside Area Command for their Bike Patrol. Convinced the City of Albuquerque to install 100 new streetlights in our neighborhood through the Crime Prevention through Environmental Design (CPTED) program. The results are that now there are streetlights every 200 feet throughout the neighborhood. Convinced the City of Albuquerque to install a number of four-way stop signs and traffic signals on 86th Street SW at the Bridge Boulevard and Sage intersections. Instrumental in closing down the crime ridden Relax Motel at 5501 Central Avenue NW. Collaborated with the members of the West Central Community Development Group (WCCDG) and Southwest Alliance of Neighbors (SWAN) Coalition to enhance our Community and bring in businesses for Economic Development. The following goals were achieved: 1) Construction of the Skate Park at the Alamosa Multipurpose Center Complex. 2) Obtained Route 66 Theme Arches on West Central Avenue at the Rio Grande River, at Old Coors Road, near 64th Street, at Unser Boulevard and at 98th Street. 3) The beautification of the Bridge over the Rio Grande River with observation points on both sides of the bridge and panels depicting Albuquerque’s History. 4) The redevelopment of Atrisco Plaza by Pro’s Ranch Food Market. 5) The removal of two old dilapidated crime-ridden Motels on Central Avenue near 47th Street SW. 6) Construction of the new Fire Station on Central Avenue between 57th Street NW and 58th Street NW. 7) Locating one of Dion’s Restaurant at 121 Coors Boulevard NW near Central Avenue. 8) Locating Verizons Wireless Corporation to the incomplete Super K-Mart building at 7000 Central Avenue SW. 9) The Unser Crossing Development. 10) Locating CVS to 7900 Central Avenue SW the Unser Crossing complex. 11) Construction of the Park & Ride at Central Avenue and Unser Boulevard NW. 12) Construction of the UNM Health Clinic at 301 Unser Boulevard NW. 13) Construction of the new Library to be build at Central Avenue and Unser Boulevard NW. Construction begins on or about December 2012. RESUME OF FILE WITH THE CITY OF ALBUQUERQUE Mr. Louis Tafoya served close to 40 years in the U.S. Navy. He currently serves in the following Naval-Military Fraternity positions: Chair of the Naval Weapons Evaluation Facility-Naval Air Warfare Center Detachment Albuquerque (NWEF-NAWC DET ABQ) Group. He also served as Vice-President and President of the Patrol Squadron One P-3 Orion Pioneers (VP-1 POPS). He was also the Lead in production of Reunion Memory Books for VP-1 POPS, Patrol Squadron Twenty-Two (VP-22) and NWEF-NAWC DET ABQ and he was also the Newsletter Editor for VP-1 POPS. He is actively involved in the community and served as President West Mesa Neighborhood Association for 13 –years and during this timeframe, he also served as President of the Steering Committee of the West Side and South Valley Weed and Seed Strategy for 5-years. He currently serves as Vice-President West Mesa Neighborhood Association, Vice President of the Southwest Alliance of Neighbors Coalition and as President of the West Central Community Development Group. Mr. Tafoya fills a vacant At-Large position on the City of Albuquerque Veterans and Military Affairs Advisory Board and his term will expire September 2, 2013. Mr. Tafoya is a resident of City Council District 1.
