Description

Safe and affordable housing remains in short supply in the Twin Cities metro area and our partners are reporting that family shelters are over capacity with more families cost burdened or on the verge of homelessness due to the tough economic conditions, including job losses and ongoing effects of the foreclosure crisis. This underscores the urgency of continued participation from many partners and sectors of society including businesses, philanthropic and nonprofit organizations, local governments, builders, developers, and others in addressing housing needs. Homelessness among individuals and families with children continues to be a critical issue. The Wilder Research Center's 2012 one-night homeless survey found that homeless children with their parents now make up about one-third of the homeless population. The number of children experiencing homelessness increased 30% from 2,726 to 3,546 since 2006, and this number has quadrupled since 1991. We know that homelessness negatively affects children's health, development, behavior, and school performance. Compounding this already significant need is the fact that many of those who have found affordable housing over recent years, as either renters or owners, face the prospect of losing those homes to foreclosure. In 2012, Minnesota experienced 17,895 foreclosures--down 16 percent from 2011, however, nearly three times the number in 2005. And, in some communities, nearly half of those affected by the mortgage crisis are renters whose landlords are in foreclosure. The Fund’s overall goals are to: Increase the homeownership rate for underserved ethnic groups; Increase housing choices for low and moderate-income workers; Help end homelessness in Minnesota, with a particular emphasis on family homelessness; Preserve, in a strategic manner, the existing affordable housing stock; and Play a key role as an educator and convener in building community support for affordable housing as a vital component for healthy communities and a strong region. In implementing this vision, the Fund will focus on: revitalizing core neighborhoods (especially those hard-hit by foreclosures); producing and preserving housing along transit and transportation corridors, providing better access to employment and educational opportunities; incorporating green building standards and design for health and energy efficiency; providing supportive human services to families vulnerable to homelessness; providing greater equity and wealth-building opportunities for communities of color; and increasing public will and support for affordable housing.
