Manual Training was initially started in 1917 in various locations around Hamilton, including Hamilton West School classrooms, and in the supper room of the town hall. The classes were moved in 1920 to buildings in Tristram Street, with Junior Shop and Motor Theory as well as Home Craft classes for 27 day-pupils and many night-class students. Mr C E Walker was in charge of Commercial and Mr H Toombs was in charge of Engineering. Miss M Noble was the first Headmistress. In 1921 Mr T N Pemberton was appointed the Senior Master of the Manual Training Centre. In 1924 the government granted the centre the status of Technical High School and the new Board of Managers appointed Mr Whampoa Fraser as the first Headmaster of the school. Technical education was coming into its own, the public had come to a realisation that education alone was of no use to a child if at the end of their school days they were unable to earn a living. Students who had an aptitude for trades and crafts could learn at Hamilton Technical High School. The school was renamed Fraser High School in 1968 - after Mr Whampoa Fraser - and moved to its current site in Ellicott Road in 1970. Mr David Campbell became the principal of the new Fraser High School, modelling the new school on the timeless values of the old Hamilton Technical High School.
