Neighborhood residents of St. Roch, Bywater, and Marigny have submitted a charter application for the Homer A. Plessy School at the Colton campus to begin operations in 2012. The Colton building, which has not operated as a school in five years, is currently undergoing major renovation. The Homer A. Plessy School will focus on serving children from the surrounding neighborhoods but will be open to students across the city. The school has the support of the Plessy & Ferguson Foundation, an organization founded by descendants of the protagonists in the landmark U.S. Supreme Court case Plessy v. Ferguson. Through preservation, education and outreach, the Foundation works to ensure that “separate but equal” is never again a reality for any individual or institution. Executive Director Phoebe Ferguson says, “We are in strong support of this committee of citizens as they endeavor to create a school that truly represents the communities that surround it.” Keith Plessy, President, adds, “My ancestor worked with his own neighbors in Treme to build a school when the city wouldn’t allow black children to go to the white schools. I am thrilled to see the Plessy tradition carried on through this school.” The 1892 arrest of school namesake Homer A. Plessy occurred blocks away from the Colton campus, at Royal and Press Streets. The neighborhood group began organizing in 2010 to develop a community-based school at the Colton site, and has canvassed door to door to involve as many people as possible in creating this school, a process the group intends to continue in the coming months. Neighborhood involvement is key to the group’s mission, and the school will draw upon the area’s rich history as well as creative and artistic resources. The Homer A. Plessy School garnered the support of neighborhood associations such as the St. Roch Improvement Association, Bywater Community Development Corporation, Faubourg Marigny Improvement Association, St. Roch Community Development Corporation, and St. Claude Avenue Main street Program. In addition to neighborhood organizations, the efforts to create a community-based school at Colton received support from elected officials in the area including Council members Kristin Gisleson Palmer, Jon Johnson, Cynthia Hedge-Morrell, Susan Guidry, and Council President Jackie Clarkson, as well as legislators Senator J.P. Morrell, Senator Karen Carter-Peterson, House Speaker Jim Tucker, Representative Jared Brossett, and Representative Helena Moreno. In a letter from the above elected officials, the members cited the fact that 91 percent of the city’s children travel outside of their neighborhoods to attend school. “With the Colton School, situated at the intersection of many diverse and historic neighborhoods, we have an extraordinary opportunity to create a school that unites these neighborhoods instead of further dividing them.”
