The mission of the Housing Authority of the City of El Paso is to provide safe, decent and affordable housing for assisted families living at or below 80 percent of area median income.

How To Get to Housing Authority of the City of El Paso, Texas (HACEP)

HACEP was established in 1938 by statue and operates under the guidance of the U.S. Dept. of Housing and Urban Development to provide safe, decent and affordable housing to assisted families at or below the 80 percent of El Paso's annual median income. to this end, HACEP develops, acquires, leases and operates affordable and non-subsidized housing for 40,000 El Pasoans using industry best practices. Over the past 70-plus years, HACEP has become the second-largest housing authority in Texas and is among the top 20 largest housing authorities in the United States. To put it this way, there are some 3,300 public housing authorities in the country, which means HACEP is ranked in the top one percent for it's size! As a result, HACEP employs a 450-member staff to manage a $75 million annual operating budget. For fiscal year 2008, El Paso's annual median income is $37,200, meaning that all HACEP clients earned less than $34,000 for a family of four. HACEP provides 6,500 conventional public housing units in 47 communities spread throughout El Paso. These homes can vary in size from a studio apartment up to a six-bedroom home. A major component of HACEP is the Section 8 Housing Choice voucher Program. HACEP currently manages 5,300 rental assistance vouchers which benefits more than 15,000 individuals. The advantage of this program is that qualified families choose from an extensive list of houses and apartments. In order to lease their units to Section 8 recipients, the landlords must ensure their dwellings comply with HUD's stringent health and safely regulations to guarantee the tenants' well being. Because of the high demand for public housing, there is a typical waiting period of two to four years for applicants to receive an eligibility interview with an admissions technician. There are three non-conventional housing programs that fall under the Public Housing umbrella including: Section 8 New Construction- These housing units are designated only for elderly or families. The families entering into this program are assigned a unit, rather than selecting a home or unit in the private sector. Three of the four developments are designated elderly sites, while the fourth contains both elderly or handicapped residents and families. This program is unique because participants must be at least 50 years old to qualify as near-elderly or at least 62 years old to qualify as elderly. Farm Labor Housing- HACEP is proud to partner with The United States Dpt. of Agriculture (USDA) Rural and Community Development to provide affordable housing to farm labor families. This offers public services through local agencies like Region 18 and El Paso Community College to provide GED, ESL, and other self-sufficiency initiatives. Shelter Plus Care- HACEP is proud to administer a transformative grant-funded initiative with the Shelter Plus Care program which assists homeless individuals. HACEP provides them with shelter using 22 units at the Siesta Gardens community in the Northeast, while a partnership with El Paso Mental Health and Mental Retardation provides their necessary rehabilitative care. One of the hallmarks of HACEP is that it offers residents a hand up rather than just a hand out. The Community Services staff motivates and encourages HACEP residents to improve their social, educational, and economic opportunities on their way to self sufficiency and economic independence. A number of grant-funded programs offer opportunities for residents to attain a GED or higher education, source gainful employment, improve their credit scores and even by a home of their own! This is only possible with a dedicated team of compassionate professionals who individually work with each program participant for months and even years
