Description

Jewish Family & Child Service was formed in 1947 as the result of a merger of the Jewish Shelter Home and the Jewish Service Society. To understand how JFCS has evolved over the past 50 years, we must first take a look at the two organizations that formed our agency. The Jewish Shelter Home was organized in 1919 and incorporated in 1920 for the purpose of providing a home with a wholesome and cheerful atmosphere for children in need. Records indicate that every effort was made to give the children good care. Their menu was varied, clothing was carefully selected, medical and dental care were provided, birthdays were celebrated, Jewish holidays were observed and the children attended public school as well as Sunday school classes. Unfortunately, the Jewish Shelter home encountered financial difficulties throughout its existence. Whenever possible, fees were collected from the parents of children in the Home, but the Home still struggled to acquire the money it needed to operate. The Hebrew Benevolent Society offered a subsidy to the Home, and then in the early 1930s, the Board of the Home sought financial assistance outside the Jewish community. The Home received state aid from 1933 to 1936, until it was sold in 1936. The State Welfare Department were found for children who needed further care. The Jewish Service Society was formed in the 1920s as a multi-purpose agency. The Society was funded by the Community Chest and the Hebrew Benevolent Society, and worked in conjunction with the Federated Jewish Society to provide for the needy. During the Depression, the Society gave financial assistance to numerous single people and families, many of whom were transients. The Society also organized an “Opportunity Bake Shop” in the early 1930s to supplement meager family incomes by providing work for women who were able to leave their homes during school hours. Though funds were tight, the society resisted participation in federal aid programs because it feared having to restrict its flexible operations policy. But in the late 1930s, when an increasing number of people were receiving public assistance, the agency cooperated with the Public Welfare Department in subsidizing needy Jewish families. During the period of World War II, the need for financial aid was sharply reduced, and the agency turned its attention to such community problems as juvenile delinquency and housing shortages. Shortly after this shift, the agency assumed the heavy responsibility of giving aid to the many Jews who emigrated to America during the Nazi occupation of Europe. In 1947, the Jewish Shelter Home merged with the Jewish Service Society. Out of this consolidation emerged a new agency, inheriting the financial assets and ideologies of both organizations and taking the name Jewish Family & Child Service. Today, JFCS is a non-sectarian social service organization dedicated to promoting the welfare of the community by assisting people facing issues at every stage of life.
