Power's out at the intersection? Traffic lights are down? Easy peasy: treat it as a four-way stop. That means you must yield the right-of-way to any vehicle approaching the intersection before you. And if you arrive at the same time, the vehicle approaching from the right has the right-of-way.

In 1923, the highway department in Mississippi suggested a sign’s shape should signal the kind of hazard ahead, with the more sides on the sign, the more danger ahead on the upcoming stretch of road. Circles (considered to have infinite sides) designate the riskiest hazards, like railroad crossings.
