23rd occurrence of our grassroots, all-inclusive celebration of community, creativity & free expression. Always Oct. 31, 7p.m. What are you gonna be? The Portsmouth (N.H.) Halloween Parade is a grassroots, all-inclusive Seacoast celebration of community, creativity, resourcefulness and free expression which walks, stalks, dances, trumpets and drums its way through downtown Portsmouth each year on October 31. Everyone is invited to participate, but no motorized floats are allowed. Gather at 6 p.m. at Pierce Island. The Parade starts promptlish at 7 p.m. and will end at Prescott Park as well. It is entirely funded by the community, which rallies a number of benefits to raise funds to cover expenses of insurance, permits and police escort. Hundreds march in costume, thousands cheer from the sidelines, it’s always a spectacle from either side of the curb.
