Description

History of Tampa Park Apartments, Inc.- Tampa Park Apartments, Inc. is a multi-family housing facility with 372 units and a commercial shopping plaza that include businesses, retail shops, community center and a computer lab and resource center.. The property has 1, 2 and 3 bedrooms units, central heat/air, cable hookup and free water/sewage. In 1966, then Mayor Nick Nuccio signed an agreement with C. Blythe Andrews, Grand President of the Lily White Security Benefit Association, a burial society with 25,000 members and Perry Harvey, Sr. the founder of the first black labor union in Tampa, Longshoreman local 1402, to develop 23 acres of land in what was once called the "Scrubs". The goal was to offer African American people safe, and adequate housing. The two leaders organized the Tampa Park Board to oversee the property and plaza. Both served on the board along with members of their respective organization until their deaths. Each were succeeded by their sons, C. Blythe Andrews, Jr. and Perry Harvey, Jr. who continued to serve. The Lily and Longshoremen have been non-profit owners since 1966. Up until 2007, both Andrew, Jr., (passed away January 12, 2010 and Harvey Jr. (due to illness) were Chair and Vice Chair of the board. The board now consists of Andrews 2 children, Kay and Blythe, lll, and 4 members of the Lily Association, along with 6 members of the Longshoremen Local 1402. The President of the union, James Harrell, serves as Chairman of the board, while Kay Andrews serves as Vice Chair. Members of the two organizations who are the owners of Tampa Park, are deeply etched in the African American history of Tampa. Mr. Andrews, founded the African American newspaper, the Florida Sentinel Bulletin, over 65 years ago. It is still publishing today. The Harvey family owned, for many years a local pharmacy. Mr. Harvey, Sr., faced great adversity to organize the union. Mr. Andrews, organized the Lily Burial Association in 1935, because African Americans could not get insurance. The Lily organization owned a hospital, nursing home, ambulance service and a temple.
