I've recently worked with several people who owe money to CRA, and have not filed a return for more than a year. While money owed to CRA can be dealt with (CRA is ultimately an unsecured creditor), it is imperative that taxes are filed before restructuring occurs. Getting your filings up to date helps determine how much is truly owed (you don't want to leave anything out), but more importantly, it's the law and CRA will insist you file before even considering a proposal or bankruptcy.
