Civic engagement is the primary factor affecting a democracy's survival. ..`... "All actual life is encounter" If choices are public also therefore is a person's stand; to stand in public is to invite argument, to risk disagreement, and to engender the possibility of standing with others (“political power”). Society cannot allow itself to be held hostage to an ethos of secrecy, silence, and misdirection: malevolence as an all-powerful but apparently authorless entity; rather than confrontation and exposure, a descent into silent reserve and privileged gossip is a perilous destiny (i.e., extractive institutions--industries of violence). Even as individual private rights safeguard a sphere in which private persons are absolved of the obligation to account publicly for everything they do, the exercise of any political function (either as an elector or as a representative) is the exercise of power over another, and as such rather than being an individual private right, exercised and justified privately (secret ballot public record voting), is an individual public right, exercised and justified publicly (open ballot public record voting); such obligation--if of a sphere and principal in governance thereto, safeguarding an ethos that the exercise of power over another be just (“just and rightful government”). Oklahoma State Question No. 775 ...In ascent thereto, this measure amends the Oklahoma Constitution--the Legislature, in prescribing the time and manner of holding and conducting all elections, shall include and not be contrary to the following provision: elector’s choice(s) in an election shall not be anonymous--but rather those choice(s) shall be correlated with reference identifying such election, the elector’s full name, and the elector’s resident precinct/locale--this correlation shall then be made available to the public on a continuous basis as an open public record within thirty-one (31) calendar days after such election.
