C. against A sticking band of criminal marauders who have access to micro needle Technology and are using it against the general Public and Politicians. It shall be illegal in the District of Columbia for any organization, Police department personnel, fire department personnel, paramedics (except in emergency cases where in the performance of paramedic duties such similar devices are required to save lives,), Federal agents, residents of the District of Columbia, and visitors to the District of Columbia to operate micro-needle technology outside of an health care facility or interrogation unit.
